Search for variants in enabled merchant catalog with fallback to global catalog

/v1/merchantCatalog/effective/variants

For account owner or regular merchant: Searches in their enabled catalog.
For subaccount: Searches in owned enabled catalog, assigned catalog, or inherited catalog from the account owner.
Falls back to global catalog if no enabled catalog is found.
